Resumo: Com base nos estudos do discurso, analisa-se historiograficamente o desenvolvimento das macroformas textuais da democracia na Declaração de Princípios do Governo do Chile (1974) e sua influência nos documentos oficiais da época da fundação do regime civil-militar no Chile (1973-1980), em seus contextos de situação, porque os projetos do sindicalismo, da Doutrina de Segurança Nacional e do neoliberalismo estabelecem posições de poder. O discurso democrático é pensado como tendo um significado flexível, permeado por sua utilidade em disputas pela produção de significado político na mudança da dinâmica de poder e por valores nacionalistas, conservadores, religiosos, tecnocráticos, militares e neoliberais estranhos à democracia iluminada. Permite, no entanto, sustentar um regime autoritário cujo mais importante dispositivo de poder era principalmente, mas não apenas, o uso da violência.

Resumen: En base a estudios del discurso, se analiza historiográficamente el desarrollo de las macroformas textuales de democracia en la Declaración de Principios del Gobierno de Chile (1974), y su influencia en documentos oficiales en el período fundacional del régimen cívico-militar en Chile (1973-1980), en sus contextos de situación, porque los proyectos del gremialismo, Doctrina de Seguridad Nacional y neoliberalismo establecen posiciones de poder. Se piensa que el discurso democrático posee un significado flexible, permeado por su utilidad en las disputas de producción de sentido político en dinámicas de poder cambiantes, y por valores nacionalistas, conservadores, religiosos, tecnocráticos militares y neoliberales ajenos a la democracia ilustrada. Permite, sin embargo, sustentar un régimen autoritario cuyo más importante dispositivo de poder fue principal, aunque no únicamente, el uso de la violencia.

Over the recent years, terrorism has radicalized to the extent to vulnerate innocent global civilians who enjoy of leisure spots and tourist destinations. For some voices, modern consumption is the milestone that explains the clash between Occident and Orient while for others this evinces a rapid alternative to instill panic in the society. This special issue is oriented to respond a difficult question, Why terrorists target tourist destinations?

El terrorismo se ha radicalizado en los últimos años hasta el extremo de vulnerar a civiles inocentes en centros de esparcimiento y de consumo turístico. Para algunos, el consumo es la piedra fundamental que denota un choque cultural entre occidente y oriente, para otros una forma rápida de instalar el terror y la desconfianza. Este número intenta responder a la cuestión central que los especialistas se preguntan: ¿por qué los grupos radicalizados atentan contra centros turísticos?

Abstract The specialized literature in tourism and hospitality have appealed to the crystallization of an industry, which supported by the essence of Heritage, is aimed at protecting natives` interests. This may be very well conducive to revert an undesirable situation into tangible benefits for community. However, in this critical essay review, we place the concept of hospitality and heritage under the critical lens of scrutiny, reminding that nation-state disciplined aborigines based a subtle mechanism of control which pressed aboriginal towards periphery. Resumen La literatura especializada en turismo y hospitalidad apela a la construcción de una industria que proteja los intereses de la comunidad, la cual apoyada por el patrimonio puede reconvertir una situación histórica desfavorable en un beneficio tangible. El turismo cultural y la patrimonialización han jugado un rol importante dentro del mantenimiento de ciertos destinos. No obstante, no menos cierto es que la idea misma de patrimonio y hospitalidad se encuentra asociada a una violencia silenciosa que permitió al estado nacional domesticar al agente indígena, explotarlo y dominarlo hasta al punto de silenciar su voz. En este sentido, discutimos críticamente, a través de la obraUnspekable Violence, la intersección entre estado nacional, movilidad y patrimonio.

This paper focuses on what promotes 'hospitality' into a norm within polities, leading to further mobilities of humans, ideas and cross-cultural exchange in an ever more globalized world. On this, the social sciences identified an anchor in practices commonly known as reciprocity, which are based on gift exchange or giving-while-taking. As the argument goes, hospitality derives from our social propensity towards reciprocity as an exchange of intangible gifts (cultural habitus). One of the social contexts in which the theory of gift exchange can be implemented concerns the role that the visa and other migratory requirements play in the (temporary or permanent) acceptance of any human subject by a nation-state. As a disciplinary mechanism imposing control over free movement, the passport produces certain types of subjectivity at 'borderline' spaces such as airports. We argue that an elaboration over the role of the passport as a regulatory mechanism promotes fresh interdisciplinary observations on the nature of global capitalism via the new mobilities paradigm. To achieve this, we critically elaborate on Marc Augé's 'non-places' in the same context.

Este trabajo focaliza en aquello que transforma la hospitalidad en regla, y que apelando a la política conlleva la idea de una mayor movilidad y entendimiento entre las culturas. En este sentido, las ciencias sociales han construido un andamiaje conceptual respecto a la solidaridad, la cual es comprendida como un proceso de dones y contra-dones. La hospitalidad, según este argumento, es parte resultante de esta reciprocidad o intercambio de dones entre diferentes grupos humanos. Entre las instituciones que mejor reglan sobre la hospitalidad se encuentran el pasaporte y la visa, comprendidos como instrumentos ideológicos de aceptación o rechazo de la otredad. Los aeropuertos y la figura del pasaporte son dos baluartes icónicos importantes del mundo Occidental. En el presente ensayo establecemos una concepción crítica de la tesis de los no lugares en Marc Augè, ya que para este autor los aeropuertos serían espacios de anonimato conocidos como no lugares. Lejos de eso, los aeropuertos deben ser rediscutidos dentro del marco de espacios disciplinarios donde se valida a quien se le confiere hospitalidad.

Over years, many social scientists have devoted considerable attention to the concept of unilateralism that characterized the politics of US in the world. Their studies found that Americans have developed a sentiment of ethnocentrism by means they present as special, outstanding before others. This essay-review not only examines the socio cultural reasons of this issue, but also the risk to be special. The discussion is aimed to the thesis Americans are subject to the predestination and revealed destiny whereby a particular tragic view of the world has been introduced to the culture. At some extent, this encouraged a quest for virtuosity but at the same time it brought the citizenry towards an atmosphere of panic as never before.

En los últimos años, los cientistas sociales se han visto atraídos por el unilateralismo estadounidense en política internacional. Sus observaciones coinciden en resaltar el sentido de especialidad promovido por los estadounidenses para verse asimismo frente a otros. En este sentido, el presente trabajo examina las causas culturas y sociales de cómo se ha formado el principio del destino revelado, que lleva a los americanos a sentirse especiales. La discusión apunta a defender la tesis de que este pueblo ha desarrollado una visión realmente trágica del mundo por medio del cual la necesidad de alcanzar la virtud converge en el temor del hundimiento.

Updating the Specialized Literature on Terrorism: an Exploratory Study. The present essay-review is aimed at discussing the concerns of tourism-related scholars respecting to terrorism. Three waves, from diverse angles, have focused on the diverse aspects of terrorism and its effects on tourism. The Precautory School, which originally, echoes on the needs of implementing preventive programs to control of terrorism. Rather, the scientific school alludes to the perception of risk and its understanding of terrorist message to infer on the law of tourist experience. The quantitative-led methods reconstruct the condition of laboratory, which are necessary to understand experience. Lastly, historicism emerged by the discrepancies between the other two to mitigate terrorism, explores the historical roots of terrorism and its original connection to tourism. Far from being an “evil”, tourism and terrorism has been historically intertwined. For this current of thought, the tourist as a source of investigation is not valid because its structured is biased by emotional arousing.

La presente revisión apunta a describir las preocupaciones sobre el terrorismo de la literatura turística y su evolución. Tres escuelas, desde diversos ángulos, han focalizado en diversos aspectos del terrorismo y sus efectos sobre el turismo. La vertiente precautoria hace foco en los efectos del terrorismo sobre el turismo, llamando la atención sobre los planes que deben implementarse para prevenirlos. Por el contrario, la escuela científica buscaba comprender la relación que existen entre la percepción del riesgo y el mensaje terrorista. Los métodos cuantitativos logran recrear las condiciones de laboratorio para explorar la mente del turista. Por último, la escuela historicista, aparecida por las inconsistencias de las otras dos a la hora de mitigar los efectos del terrorismo, considera que terrorismo y turismo han estado ligados desde sus orígenes. Para esta corriente, la estructura cognitiva del turista no es metodológicamente válida pues diversos sesgos emocionales y cognitivos interfieren en sus respuestas.

This paper is aimed to explore the main causes of the attachment of English speaking countries to risk. The first, capitalism derives from the Old Norse Mythology. Secondly, human beings in modernity to mitigate future risk may be explained by the interpretation of the same risk to mitigate. Whilst Mediterranean cultures have adopted the charity and tradition as two important institutions to see their world, Anglo-world was based on the foreclosure to the future. This engenders a new problem, since the future has not taken room yet, any act to prevent the future may even precipitate the undesired event. This explains why Anglo-Saxons are prone to avoid or face risk than other cultures as well as their attachment to technological advance. Countries as US, New Zealand, Canada, and England pivot the applied investigation in disaster and risk fields worldwide.

El trabajo tiene como objetivo principal ahondar en las causas centrales del apego que muestran las sociedades anglosajonas al riesgo. La primera, es que el capitalismo tiene una gran influencia de la mitología germánica antigua. Segundo, que la propensión del hombre moderno por mitigar riesgos futuros se explica por la interpretación de los mismos riesgos que desea mitigar. Mientras las culturas mediterráneas han hecho de la caridad y la tradición dos aspectos fundamentales de sus formas de ver el mundo, los anglosajones se encerraron al sentido de la predestinación. Infiriendo medidas protectoras para eventos que todavía no han sucedido, los anglosajones se ven más propensos al avance técnico y a la generación de nuevos riesgos. Ello explica porque los Estados Unidos, Canadá, Nueva Zelanda e Inglaterra encabezan la investigación en materia de manejo de riesgo y desastres en todo el mundo.

Although the fear is a grounding emotion present in all beings, only humans tend to structure it not only by manipulation of the environment but also the time reference. In consequence, humankind can make from fear a geographical landscape or even a narrative. Every society experiences a diversity of frights based on the disparities of their cultural restructuration. Nevertheless, only the fear (by means of the feeling of insecurity) allows the passage from democracy to dictatorship. In such a context, this article places under the lens of scrutiny four valuable works, authored by Hannah Arendt, What is politics?, The Human Condition, Eichmann in Jerusalem and The Origins of Totalitarianism.
